Is a TWO STEP legal for use in Footbrake?

We follow the NHRA Division 4 E-T Finals rules, which are the basic no transbrake, two-step, delay box, or down-track counter. While the NHRA rulebook allows the use of a two-step in no-electronics, division 4 has not adopted that change.

why dont we buck the trend and become the first track in the country to run real footbrake races. nothing but brake pedal gas pedal and shifter. this is where the real driving is going on. its not a coincidence that the king of the track is usually a footbraker
