Quick 16 rules changes

At the present time all cares in Quick 16 must run quicker then 8.50 to qualify for the class. From this point on dragsters must run quicker then 8.50 door cars must quicker then 8.99. The car count have been terrible in this class maybe this will give use more cars. All other rules will remain in tact.
